How do I make sure my scale is working?

My food scale is acting really weird. I measured a bag of potatoes ( out of the bag, of course,) that was meant to be 680g and it scaled to 655. So to check the scale, I measured 227g pack of mushroom and it came out as 226g (and there were probably some crumbs left behind in the package so that's pretty accurate.) so how can I figure out if my scale is working? Or if it's just improperly packaged potatoes? I don't have any other full packages with labeled grams on the pack to check with

Packages can be up to 20% off. Measure water. 1 liter = 1000 grams.2

I work in a lab. If I had a calibrated graduated cylinder at home I would test the scale with water. I don't think I would use my kitchen measuring cup to test a scale.
I would probably use quarters. 1 quarter is 5.670 grams. 15 quarters should be 85 grams.1
