What is the difference between whole wheat bread and whole grain bread, and which is better for you?

Wheat is a grain, and grains is good for you in moderate amounts, unless you are allergic.2

Whole wheat is just wheat while whole grain may contain wheat, oats, barley, quinoa, etc...
I think both are healthy options, just check the ingredient list to make sure there's nothing in it you don't want.1 -
Whole wheat is probably just wheat and whole grain is multiple grains. Look for 100% whole wheat/grains for the least processed bread if you are looking for healthiest option. Read labels, if list is long and says enriched flour it's more processed.1

Whole grain can be any grain that hasn't had the bran and germ removed. Whole wheat refers specifically to wheat that hasn't had the bran or germ removed.
So, whole wheat is a whole grain, but whole grain may or may not be whole wheat. It could be whole oats, whole rye, whole buckwheat, etc.1 -
Look at the package. Buy the one with more fiber or protein per serving, as long as that fits your calories.1

Whole grain bread (from what I've seen here, in aus) is grainy bread, but the actual bread part is usually white flour.
Whole wheat (or wholemeal) is bread made with whole wheat flour (what we call brown bread)1 -
If it doesn't say 100%, all bets are off. It could have a single whole grain kernel in a whole loaf of white and still be accurate. I alternate between 100% whole wheat and 100% whole grain. (I was raised on it and dislike white bread unless it's a crusty bakery loaf. My kids are the same.)1

And just for the fun of it - reading carefully will matter. :-) Because we have 100% whole wheat bread, some companies will put down '100% wheat' bread, which is just white bread, and then they'll add a brown dye to make it look like whole wheat. :-/0
