Plateau on weight loss after 1 year

Currently weigh 141/142, I can't break that cusp!!! I eat 1200-1350 calories a day and work out 5 days a week. My daily defecit is between 400 and 800 a day depending on my activity level for the day. Macros are pretty consistent: 50% carb, 20% fat, 30% protein. I have lost 3.5 lbs in 6 weeks and feeling discouraged. Measurements are shrinking and although I know that's a great sign, I want that 130 goal I set over a year ago. Body fat is a known 29% Any advice as I have a lot of body fat to rid of still.

Stalls are tough, all I can suggest is to drink lots of water and be glad your losing inches. Chances are when the scales start to drop it will go fast for a bit.1

This is not a plateau.
These are however the slowest, longest pounds to come off. If your measurements are changing that suggests you're doing some body sculpting. The fat pounds are coming off as the muscle density is increasing.
You are getting awesome results, and can just stick with what you're doing. It's working.
If you really, really aren't satisfied with your progress, you could eat at maintenance calorie intake for a week, then return to your deficit calorie intake. This sometimes helps people over a plateau, but I really don't think you're at a plateau.6 -

You've lost 3.5 pounds in the last 6 weeks. You're not in a plateau or stall.
For women especially, as we get closer to goal and our deficit shrinks, we get less and less likely to see linear weight loss.
e.g. I've been running a 300 cal/day deficit for the last couple of months. I sit at the same weight (plus or minus a pound or two of water weight fluctuation - especially after a dinner out) for 4 weeks then drop about 2 pounds right after my period. It can get really frustrating by that fourth week of sitting on basically the same number, but I use a trending app (TrendWeight) and just remind myself that it's worked that way for as long as I've been running the small deficit and that the scale will catch up eventually.4 -
