Eating 1500 cal or less working out 5 days still gaining?

I work out 5 days a week 45min+
I eat under 1500 cal
but I have stopped loosing and keep gaining and loosing a lb in water weight.
I'm so confused

    I'm in the same boat. I work out 6 times a week but still can only lose water weight.
