Scales staying the same!

Looking for some advice please as I'm starting feel disheartened.
For the past 3weeks I've been doing 30-40mins of hiit/ weight training (I alternate days) 4 days a week and eating around 1400 kcals a day. I started at 130lbs and only lost 0.5 lbs!
Where am I going wrong??

How are you measuring your food intake? Using a food scale? choosing the correct food entries in the database? 0.5lbs is still a loss, it might not be as much as you had hoped but that just means your calorie deficit hasn't been as much as you thought.
0.5lbs per week at your current weight would be a reasonable and healthy rate of loss.0 -
How tall are you and how much do you have to lose? The closer you are to your goal, the slower it comes off and the more precise you have to be with your logging.1

If you are 130 pounds, I am guessing (feel free to correct me) that you are relatively close to a good weight. That, in addition to being a female and thus prone to weekly if not daily fluctuations in water weight due to changes in hormones, means that .5 pounds in 3 weeks is a decent loss.2
