Trying to lose weight

Hi everyone. Glad to be a member.
Throughout my life I have gained and lost weight. Was very skinny at school and in my 20s put on weight. I lost a lot some 7 years ago but now I am back in a situation where I am overweight again and don't know the best way to get rid of it.
My height is 169 cm and my waist 96 cm which gives me a height to weight ratio of 0.57. I am 35.
When I lost weight the last time, it was not in a very healthy way. I would generally skip breakfasts, drink caffine throughout the day and have one big meal at night. I would walk around 30 mins per day. I lost lots of weight but had to go to the doctor with back pain as the rapid weight loss meant my stomach wasn't supported or something like that.
I started to have panic attacks a few years ago and started to make changes to my lifestyle. I always have breakfast (low calorie cereal), eat fruit for a snack and have a low calorie sandwich for lunch. I don't know the calories in the my main meal but it is home cooked food, usually chicken or fish, made by my partner. I no longer drink caffine.
I have a sweet tooth and every day usually eat a brownie or ice cream. I try to keep within 300 calories for my sweet intake.
I walk around 15-20 mins per day and have started to walk more. I find my legs get tired more when I run.I somehow feel less energetic.
I work in an office but try to move about during the day.
My waist isn't so bad. I can still wear the same size jeans I wore about 8 years ago. The problem is my belly fat. Other parts of my body are fine.
So any ideas how to lose weight?
Should I take up more running?
Should I do some training with weights? will that actually help me lose by belly fat or is it only cardio?
Did giving up Caffine affect my metabolism?
As I get panic attacks I don't want to fast or give up regular meals.

I do believe that accurately logging food within your prescribed calorie goal is the most important thing we can do for fat loss. Exercise makes us feel good and look good, as well as giving us more calories to eat.1

Ok, this is actually very simple and there is no need to over think it. Weight loss is as simple as eating fewer calories than you burn. That is it. There is no magic formula or anything you must or must not eat. Put your stats into MFP And it will tell you how many calories to eat. Eat that many calories plus what you burn exercising although exercise calories are typically inflated so most only eat half. You can eat anything you want but choosing foods wisely will help keep you satisfied. Next, be patient. Weight loss is not the same as fat loss and it is not linear. Your weight will fluctuate several pounds from day to day. It will stall and sometimes go back up. That is perfectly normal. What matters is the trend over several weeks. Also, do yourself a favor and get a food scale. Weigh all solids and measure all liquids. If it you give it time and stick with it, the process absolutely works. Just check the success stories and you will find lots of folks here who have lost LOTS of weight.4

I would recommend adding both running and weights. The running is good cardio, especially if you run on hills and/or stairs. Weight training is also helpful because it will help maintain your muscles and possibly grow them a bit. Maintaining or increasing muscle mass is important because it'll help keep up your calorie needs. Sometime if you lose muscle mass you end up needing less calories. Hope this helps.2

+1 and weigh foods. Make sure you are eating enough protein. Eat enough (follow mfp as it was designed)
Giving up caffeine doesn't affect metabolism. Weight training will only help it.0
