Fat VS skin

I've lost over 70 lbs and I know I have moderate loose skin on my breast and stomach. I'm not really ok with it but I'll live . Anyway I'm starting to wonder if the flab on the back of my arms and back (bra fat area) is more loose skin than fat. It doesn't wrinkle like my stomach and I don't feel the squishy / grainy fat as I can in other areas. Is it possible this is just thick loose skin?
I'm 5'1 128 lbs and 25% body fat with a starting weight of 198.

Congrats on your loss. It could well be fat, those places like to hang on to it. Does it make a difference as to what you will do?0

It is probably skin and subcutaneous fat on your back and arms.
It could well tighten up with time- up to 2 years.
It looks from your avatar that you are pretty active. If you are, but aren't doing any type of weight routine (barbell, dumbbell, body), you may want to give it a go.
It doesn't help shrink the skin per se*, but it will give you a better substructure so you will look better.
(I found lat pulldowns (which I did before I was on a structured programme) really helped with building my upper back, which in turn filled out the bra overhang skin)
Collagen and elastin are both proteins so getting adequate protein in your diet will give your skin the best chance at recovery, taking age and genetic disposition into account.
* keeping active helps with blood circulation, good blood circulation, along with a nutritious diet, helps with cell turnover, this in turn helps with better skin recovery. (Jmho)
