Losing weight but not really getting leaner

I started at 330 lbs , I am 301lbs as of today 07/09/2017.

I eat about 130 grams of protein per day.
Strength training is about 1-3x per week
Hiit cardio is about 2-4 x per week , (12 min sessions)
Calorie deficit is about 2300 daily.
Goal weight is 265lbs

Now the scale does go down, from time to time...as long as I am not too busy to focus on my diet.

But I don't really feel like I am getting leaner. What am I doing wrong? Do I need more protein? Should I do longer cardio hiit sessions? ( Currently my sessions are about 12 minutes long)

Your calorie deficit it is 2300 or your calorie goal?

You still have 40lbs to lose, so it'll be a while before you're getting lean.

    How tall are you OP?

    So you're 29lbs down.
You don't say how long you've been at it.

So obviously you're getting leaner... because 29lbs says you are.
**Seeing** that you're getting leaner may take a bit longer.

Taking pictures instead of looking at the mirror and taking consistent measurements helps.

I agree about the measurements thing. I found it helpful to have a pair of pants in my goal size to try on once a month. After I reached my goal and tried them on, they turned out to be loose. Sometimes the changes come when you aren't expecting them.

To be blunt, you've moved from morbidly (Class III) obese to ... less morbidly obese. You've lost less than 9% of your body weight. I couldn't really see it when I hit 10% down (although other people could, particularly those who don't see me all the time, whereas unless you cover all the mirrors during your weight loss, you do see yourself every day). Even when I had lost 30 lbs, from a starting weight a little more than half of yours, I still couldn't see it in the mirror -- I had to look at before and after pics to see what to me were small differences.

I'm not sure what you expect "feeling" leaner to feel like. I did notice that it was much easier to squat down and pick up stuff off the floor and stand back up, or even to bend over and tie my shoes, but I was going from severely (Class II) obese to just barely moderately (Class I) obese. I think those changes were due in part to increased activity, as much as lost weight.
