Natural spot reduction?

Now, I'm not the most stringent when it comes to working about, but I feel like there's a big I'm balance in my weight loss and I'm not sure if it's normal or if there is anything I can do about it. I am a 4'11" 20 years old female, currently weight about 110, my goal weight is ~95-100.

I do mostly cardio consisting of long distance running and walking. I have been trying to do more vigorous exercises like short sessions of HIIT and light strength training, including barre/ballet conditioning and pilates. However I've only began strength in the past couple of days so it's probably not had any effects on what I'm asking about.

I've been very strict on my caloric intake (1000 or less ) and I do intermittent fasting (naturally), my eating period is usually between 11 and 8. I have also been leaning toward a ketogenic diet consisting of mostly eggs, green veggies, meats, nuts, and oils/avocados (occasional cheese).

My concern is that I seem to be losing a ton of weight from the waist up. It slightly concerning because I do not wish to be underweight. I am not yet, but I feel like areas such as my legs/thighs, hips, and butt have remained more or less the same. I still have a small pudge on my stomach probably because there is no muscle definition yet, but my ribs are becoming more pronounced by the day and my chest (above the breast) is becoming bony as well. Also, my arms do not look too thin. It is my torso that concerns me.

I know spot reduction is impossible but it seems like this is what my body is doing! Any tips or advice?

*I know that my diet is very low calorie, but I eat when I am hungry. I am pretty small and sedentary other than during workouts which usually last 30-50 min and are of low to mid intensity. Not sure if I'm doing any of this right!

Its pretty common, weight doesn't come off uniformly. I lose weight this way myself. In order to slim my hips and thighs i get really skinnyband bony on top.
    Just the way it is.

I think you're misunderstanding the statement - when people say you can't spot reduce the generally mean you can't choose where the fat comes off. It will come off where it will, as seems to be happening to you. You may want to consider a progressive lifting program to build muscle on the upper half of your body where you think its getting too skinny.
