What is normal when working out and progress

Hello
I have been working out with a combination of Kettlebell hit workouts and Zumba once in a while. It's been almost three weeks and even though I have been diligently tracking my calories I haven't seen the scale move much.
Is it because I really am gaining muscle?
I have been working out four times a week with Kettlebell hit and once with Zumba.
What else should I consider or do to lose weight?

Either you're still retaining water from adding the workout in or you're eating more than you think2

Weigh your food if you aren't already doing that. You may be eating more than you think. Be careful about eating back all your exercise calories as they are often inflated. They say it takes a month to gain 1 lb. of muscle. So if you are eating at a deficit it is not likely a muscle gain. Chances are it is a matter of how many calories you are eating.0

Working out is for sure going to increase your muscle mass. Working out while trying to lose makes going by the scale alone a bit dodgy. Have you been logging your measurements? Chest, Waist, Hips, etc?
You'll get a lot better idea of where youre at that way.4 -
You aren't going to gain muscle in 3 weeks. You might be retaining some water because your muscles will retain water to repair themselves after working out, so new exercise can cause some water retention. You say you haven't seen the scale move much. How much do you expect it to move in 3 weeks? And how much weight are you trying to lose? Expecting to lose more than 2 pounds per week is not realistic or healthy. If you are very obese then 2 pounds per week is ok, but most people should only try to lose about 1 pound per week, and if you have less than 20 pounds to lose you really should be aiming to lose .5 pound per week. It may be that you need to reset your expectations. And if you don't have a food scale then it would be really helpful to get one. That way you are more likely to be eating the amount of calories you think you are eating.2

Thanks. I have been weighing everything. I have been retaining some water. I have only lost half a pound so far. I did take measurements. Maybe I just need more time?0

I gained 7 pounds of water weight when I started working out again so you are doing great

no, you are definitely not gaining muscle mass in 3 weeks of kettlebell and zumba...as others have said, water retention and it is still early! I'm sure it took you more than 3 weeks to put on the weight, it takes time to take it off as well...1
