Why do we never lose weight from places we need too?!

I am slowly losing at a rate of about 0.5-1lb a week- averaging 2-3lb a month. I am about half way towards my weight loss goal. I seem to have lost most of it from my tummy and upper legs. My body stores fat in random places such as knees, elbows and lower legs. Do I have to get closer to my goal weight to see it come off those places ?
I am down 19lb and probably need to lose another 20-25lb to feel right.

    I wish I would lose fat from my tummy and upper legs easily.... Sadly, unlike you, these are the places on me that hold on to fat longest.

    Keep being consistent with your deficit, and the fat will go from the stubborn areas!

    It's not that we don't lose where we need to, we sometimes don't lose where we want to. There's a difference.

    My fat stores in my tummy. Everywhere else is coming off nicely. SoI wish I could find out why it's so stubborn.

    So would my "girls". Every time I go down a band size I go up a cup size.
