Your health issues are somewhat vague as well as the type of training or exercises you are seeking recommendations for.

Many people have herniated discs and have no limitations or sign of it other than an x-ray.

I would recommend a well fitted supportive shoe that specific for your training for the PF regardless.

I got some generic orthotic inserts on amazon and within a couple weeks my plantar faciatis went away. Do not walk around in bare feet
  • Swimming is a good all round excersize which would not bother either condition. Orthotic arch supports and stretches are good for the p f. Cycling should also be possible for you. ☺

I'd recommend seeing a physiotherapist if at all possible to ensure your given specific exercises for both conditions. My physio also took foot casts and properly fitted me for my orthotics.

I'd suggest asking the physician(s) treating these conditions what exercises are safe.

I agree with the suggestion of seeking professional advice.
I would guess that you could get on an exercise bike and start with that. Many herniated disks heal. Your plantar fasciitis might improve if you rest it and lose weight. But, until you are better, you should be careful.

I have had back surgery and have dealt with plantar fasciitis and can attest to both being painful and difficult to deal with. Best option I have found is walking....nothing to hilly or aggressive at first. Also, make sure you are stretching your muscle carefully afterward - I have found that doing yoga can be really helpful with my back and keeping my muscles stretched. Make sure you have your doctor's approval....but I'd definitely suggest walking & yoga.
