If MFP and Fitbit are synced but you are not seeing Fitbit steps, on the MFP mobile app go to Menu > Steps, or on the web version go to APPS > Steps, and make sure Fitbit Tracker is selected as the Step Source.

I just had this problem as well, I think I have figured it out, when I click on the food tab in MFP, and then click on the settlings tab that appears just below, there is a setting in there that says allow negative calories, you have to have the checked off. Try that, hope I helped :)

Fitbit users do not have to have negative adjustments enabled in order to have steps transferred to MFP. Fitbit Steps will be updated throughout the day as MFP and Fitbit sync. However, there may be only a zero Fitbit Calorie Adjustment applied, if the projected daily Calorie burn from Fitibt does not yet exceed the daily Calorie Goal of MFP.

If Fitbit Steps are transferring properly, and a user has zero adjustment, that means the user needs to move more so that they earn additional Calories beyond their MFP set Activity Level (Sedentary, Lightly Active, Active, or Very Active).

Enabling negative adjustments are used to take away Calories from your MFP daily Goal if you don't move enough that day to reach the MFP Activity Level you chose. Enabling negative adjustments are nice to have when you are sick and may not reach your daily Calorie goal; in that case, the adjustment will take away Calories from your daily MFP goal to ensure you are not overeating.

I would recommend reading through the first three posts in this thread on the MFP Fitbit Users group...
