Extremely short woman - Calorie intake question

So I am 4 11 and I weigh 102 pounds. I am small framed and while my pounds may sound decent, I guess I'm falling into the skinny fat trap, as I have been steadily gaining fat and am now at 25%. I spent most of my life at 96-98 pounds and with significantly more muscle than I have now. Of course, all the calculators say to lose significant weight I need to eat less than 1200 calories, but I was also warned to not dip below 1200. Is that an average or a hard and fast rule? I've been generally eating ~1000 calories and I'm worried that may be too little, especially because I tend to round up on calories. I've lost three pounds so far, but that could just be water weight. So I guess I'm asking if I should raise my calorie limit.

You're at a healthy weight if I were you I would set my goal on MyFitnessPal to maintain weight, and eat the calories suggested. Good luck!!1

Set goal to maintain and exercise to recomp. Track exercise and eat back at least half of your exercise calories.3

If you are pretty much happy with your weight but not your body composition, you can do a recomp. Here is an amazing thread with tons of info:
