Extremely short woman - Calorie intake question

So I am 4 11 and I weigh 102 pounds. I am small framed and while my pounds may sound decent, I guess I'm falling into the skinny fat trap, as I have been steadily gaining fat and am now at 25%. I spent most of my life at 96-98 pounds and with significantly more muscle than I have now. Of course, all the calculators say to lose significant weight I need to eat less than 1200 calories, but I was also warned to not dip below 1200. Is that an average or a hard and fast rule? I've been generally eating ~1000 calories and I'm worried that may be too little, especially because I tend to round up on calories. I've lost three pounds so far, but that could just be water weight. So I guess I'm asking if I should raise my calorie limit.
