My girlfriend is thick (big thighs, and butt) and she wants to start working out to lose her belly. We both want to keep the thighs and booty possibly even make them bigger. But she wants to lose her tummy and get a smaller waist. Any recommendations on workout and diet routines?

What she/you want her body to do is probably going to take surgery not diet or exercise.
Search spot reduction and see what advice there is.

Eat less food.
Get on a lifting program that targets the legs and glutes. Such as strong curves. I've heard many good things about it.
You cannot spot reduce and if you're going to put your gf on some sort of fad restriction diet. Shame on you.
She needs to maintain a mild caloric deficit. Which can be created through diet, exercise, or both.
Then she needs to follow a lifting program to maintain the current muscle she has.
Those are her options. Not some magic fix or special diet.0 -
There can be underlying conditions such as uncontrolled/undercontrolled thyroid problems that contribute to high cholesterol (and/or high blood pressure). If you haven't been fully checked out yet and had contributing factors ruled out, it's probably a good idea to get that done.2
