You cant really spot-reduce fat...it kinda comes and goes in it own places... But you can cut down and then focus on places to build muscle (making that area bigger and/or more shapely)1

I read this book "Strong Curves: A Woman's Guide to building a better Butt and Body" and only implemented a few things recommended so far, because I am still working on my follow through game-and I can say I lost inches all over my body-except I gained an inch around my butt. I'm definitely planning to work the whole program. He breaks down all of it, how you cannot spot reduce-and he even says too much ab work can actually "thicken" a woman's waist line. He breaks down the physiology, nutrition, and has multiple programs in the book. The author is a trainer, has researched this topic quite thoroughly, and gets amazing results with his clients. He's on Instagram, check out him and his clients results. His name is Bret Contreras.

Another vote for Strong Curves.
Also when you gain, you will gain muscle and fat. After you can cut..so eat in a deficit while continuing to strength train as you were when gaining, to lose fat and retain muscle. Unfortunately ab work won't prevent fat gain when bulking in fact too much ab work especially if it is progressive can add muscle and can lead to a larger waist in some cases.3 -

I can vouch for that one. I do a LOT core strengthening work to be able to support the skills I want to obtain. It's definitely thickened my waist. Really developed lats have also widened my back. But if you are following a program like Strong Curves you shouldn't have to worry about that.1
