Exercising but mainting weight and gaining inches

Hiiiii, hoping somebody can help me out before I pull my hair out!
I started exercising 3 times a week back in February and I’m loving it, however even with following a calorie controlled diet I at first gained 7lb and now I’m stuck with it, now I can get over the number on the scales fine, but the fact that I am gaining inches all over too is really disheartening.
I have lost 4 stone (except for that 7lb back on) and I appreciate that muscle is denser than fat so that will affect the scales but I’m just getting bigger!
Monday I do body pump, Wednesday I do legs bums and tums class and Friday I do Zumba. This is as much as I am able to fit into my schedule and I enjoy doing it.
I weigh 167lbs and have been consuming 1530 calories a whilst saving the extra calories I have burnt from my classes for a Saturday night treat. I drink at least 2 litres of water a day and at least an extra litre on exercise days. My diet is the headiest it has ever been, I have switched everything to whole meal/whole grain/brown (rice, pasta and bread etc) and I tend to have half a plate of salad and then split the rest between meat and carbs.
I really am getting disheartened kw as I thought I would be seeing more of a difference and I don’t mean by the inches rising!
Should I be eating more calories or less?

I physically input all of the nutritional data into MFP myself. I weigh and track everything including my Saturday night treats. I’m an ex WW girl so weighing and tracking has become second nature to me now hahaha.1 -
What is your goal and where are you gaining inches? Increases at bicep or quads indicate muscle gains. Increases at your waist probably indicates fat gains. Either way, tissue increase (fat and muscle) requires a calorie surplus. If you are trying to lose fat, you need a calorie deficit, so look for ways to count calories more accurately.1
