Eat back the calories to start. Every body is different, but typically most bodies want those calories back. It usually also depends on what those calories consist of. If it's unhealthy processed stuff, those may not help you lose weight. But if they're healthy lean proteins, whole grains, veggies, etc, then it will help with weight loss.

If you still don't lose weight, then try eating back only half, or alternate between eating them back and not.

Consume at least? Do you mean at most?

You're 14, I wouldn't worry quite so much about cutting calories as I would about eating healthy. Particularly in young people, I think the person who chooses a balanced, healthy diet will be much healhier in the long run than the one who eats junk but hundreds of calories less. I can't see your food log, but go for whole, natural foods. Try to vary what you're eating so you get all your recommended vitamins, minerals, etc. Also try to lower the amount of fast carbs you eat (white pasta and bread, baked goods, etc) as that plays havoc on your blood sugar and can cause a lot of weight gain.

That being said, if you're still worried about the scale even after eating healthier there are a number of things you can do. First and foremost when do you eat and when do you exercise? Try to eat your meals earlier in the day, rather than late at night. With your exercise try for interval training rather than a steady pace (so if you're on a treadmill, walk for 2 minutes then run fast for 1 minute, walk for 2, run for 1, and so on). I'm a firm believer in exercising in the morning for the best results, though I know some people don't think it makes any difference as long as you do it. Are you doing strength training? If not include it in your workouts as increasing muscle goes a long way towards promoting weight loss.

Finally, don't look at the numbers as if they're set in stone. Take this as an opportunity to get to know your body and how it functions. Use 1350 calories as a starting point, but remember that it's an estimate. You need to eat enough so that your body has the energy it needs to perform it's day-to-day functions. Exercise and other strains put added stress on your body, making it require more energy. You do want to create a deficit such that your body burns fat stores rather than just food, but you don't want to create such a big deficit that it harms your body. These things take time, you've got plenty! =)
