Skinny fat, should I bulk?

Hey guys,

So I made the mistake of losing a ton of weight (150 lbs) but didn't lift like at all. The results are that I am a 5'9 150 lb male with a lot of flab in my stomach. I have next to no muscle now as I lost most of it in my weight loss journey. I am skinny fat now and want to know if I should continue to cut while lifting or if I should bulk up to like 165 and then cut?
