Lowering carbs and upping water and exercise doesnt mean anything if you're not in a calorie deficit.

3 days isn't 'stuck' it's impatient.7 -
16 lb in 3 weeks is a LOT.
Much of that will have been water weight; things will be a lot slower from here on in, and you need to set your expectations accordingly. 1lb a week is generally a good, healthy rate of loss.3 -
Give it a bit longer before you start changing everything. Patience is key when losing weight.2

Things won't go well if you worry because you haven't dropped weight in 3 days. You need to adjust your expectations to a more realistic level.4

Have you used a food scale to make sure you're more accurate on how much you're consuming? In a past experience, I did experience a plateau after about a month. It took about a month or two to see a sudden, loss. You may not be drinking enough water, may be too much salt, need to change your physical routine or up your calories. This too shall pass.. ๐4

You've lost over 5 pounds a week on average, which would be a sensible ongoing average weekly weight loss rate if you weigh well over 500 pounds.
If you don't weigh over 500 pounds, then be reassured that some of that was water weight, and it's normal to see things slow down as water, carbohydrate metabolization & electrolytes rebalance in your body. 3 days is not a plateau. 3 weeks might be, but even that's iffy.
Patience. Nothing else is required, yet.
Best wishes!5
