Clothing have got tighter, not losing fat

Hi
My BMI is 37. My goal is to lose 30 kgs. It has been a month and i have lost 4 kgs. But my clothings, instead of getting loser, have got even tighter. No change in those huge bat wings and sagging belly.
I am following a very strict 1400 calories diet packed with protrin and veggies. And working out low impact cardio 5 hours a week. And also walking for an hour every other day.
Isnt it enough for this stage? What else could i do? Why am i not seeing any result? Any suggestion?

Are you logging accurately using a food scale?1

I would suggest taking measurements with a tape measure. You are making progress (you've lost 4kg!) but sometimes it can be hard to see it.1

I agree with @Cassandraw3. Try taking measurements. Remember that the 4 kg you've lost are, in principle, distributed on you entire body, so it can be hard to see. But you're making progress!1
