    Are we talking Body Mass Index or actual body fat percentage? BMI is generally unreliable for anything other then a guideline. BMI counts both fat and muscle in it's calculations. Anyone under 18.5 is considered underweight. Anyone over 25 is considered overweight. A totally jacked dude could be obese purely from muscle weight.

    Generally the more muscle you have; the higher your BMR will be. So that would be a good place to start. Get the bulk of your calories in protein & nutrient rich foods. Try to stay within 1500-2000 calories range. Go for efficient compound exercises such as pullups, squats, and deadlifts. Don't neglect your core and flexibility.

    You are 5 ft tall and 90 lbs - that is thin , you can afford to put on some weight. I would start lifting weights and eat more. Set your weight gain on MFP for 1 lb per week . Start Strong Lifts or Stromg Curves and follow it. Be sure you eat sufficent protien.
