I don't know of anywhere on MFP to build a recipe, but I have been using another site for this at

    www.caloriecount.about.com/cc/recipe_analysis.php

It seems to work fairly well, the only thing it won't do is figure out how many servings are in a recipe and what constitutes a serving. For instance, if you make a pot of soup, YOU have to figure out how many servings are in that pot and whether they are 1 cup each, etc. I ended up having to measure out the whole pot one cup at a time to get an accurate serving per container number....... give it a try and see how you like the site.
