how to start running or jogging to loose weight that i shouldnt get any pains whether its shin splints or knee pain?

The Couch to 5k (C25K) program is good. Also: start SLOW. Speed should not be a concern art this point. You might feel like a slug, that's fine 😉
And lastly, to avoid pain, decent running shoes are important. Ideally you should visit a shop specialized in running shoes, to have your gait analysed. But depending on local regulations, that might be tricky in these Covid times.4 -

You don't. Run for your health. Run because you enjoy it. Run to compete. Don't run to lose weight. It's a losing game. I run between 45 and 65 miles every week and I can easily gain weight if I am not paying attention to my diet.
Get your diet in order to lose weight.

Diet is more important than exercise to lose weight, since many people find exercise makes them hungrier, but exercise is also a great idea while losing weight to encourage your body to keep muscle mass, and to earn you a few extra calories to eat every day.
If you currently have knee pain consider walking instead of running until you are at a lighter weight - you may find the pains go away as your knees have less stress on them. Shin pains can be caused by various things, a lot of the time they are temporary while your body adjusted to new activities. If they continue or get worse see someone for help.
I also recommend the c25k program, it’s how a lot of us started! Best of luck to you! If you can currently walk briskly for 30 minutes you are ready for c25k, if not, work up to that point.3
