Pretty much anything seated, for upper body? I'm not expert on that particular injury - not one I've had - but I've noticed while browsing YouTube (for example) that quite vigorous seated exercise does exist, including things for wheelchair athletes.
There's nothing wrong with milder seated exercise for those who need it (such as some of my fellow seniors doing new exercise after a long hiatus, among others) . . . but many people seem to assume that mild exercise is the only type of seated exercise that exists.0 -

When I did my ankle and couldn't do much for 6 weeks, I boxed with my PT by sitting on the bench. We did seated weight sessions. Can't remember what else but she still found ways to make it work. I miss her. Swimming is another option.1

Anything seated. And I would make sure to still move the ankle around or it will stiffen up. Tendinitis is from overuse and many times a TIGHT TENDON. So stretching it out is essential, but be calm with how you stretch it.
