Fiber and Water

I just started taking a new protein powder in the mornings after my workout. On the label, it mentions something about increasing water intake with any increase in fiber in your diet.
What does fiber do to the body that makes it necessary to increase the water intake?

Fiber absorbs water. If you don't get enough water and boost your fiber intake it could make you constipated.0

I'm not certain but I would guess that the fiber swells as it absorbs fluid and you need to have extra fluid to keep things "moving" along.0
