Carbs counting

Hi,
I was wondering, when you see charts saying you should hit this target for dailys carbs for this diet or weight loss/ weight building goal etc, are they talking about that target being just complex carbs or both carbs and sugars as a whole.
Should you be deducting the sugar from the total daily carbs that my fitness pal lists, and only counting your complex carbs, for macros, or does it not matter?

Sugar is a subtype of carbs: when people talk about carb goals, it means all carbs (except perhaps fiber - there's a whole 'net carbs' thing in countries like the US where fiber is counted as a carb - it isn't in Europe)0
