Does MFP have a Maintenance Plan when a person reaches his or her Goal Weight?

yes - change your goal to "maintaining" or simply that you want to lose "0" pounds a week. it will alter your calorie goal but you may wish to monitor and change this accordingly as you go0

You can change your goal to "maintain your current weight". That's what I did. If you have the app on the Android phone, you have a weekly graph you can look at that tells you if you're over or under for the whole week. I find that more helpful in maintenance so that you can make sure you are averaging out over time.
