Skinny fat problem.

Hello, I'm having trouble with skinny fat I don't really have that much fat on my chest just my stomach and barley any muscle, should I lean bulk or do I cut? Please help.

If you don't have muscle to cut to, there's not a lot of point cutting. Sounds like you need to get started on some progressive lifting and build some muscle.1

Get on a good beginner weight training program like fierce 5 or something.1

Lifting + progressive overload + high protein.
Look into something like Starting Strength or Strong Lifts if you're new. Or if you're working out at home, at least get some adjustable db's and a bench and start from there.0 -
Also, if you feel like you have prominent belly fat, it might be worth taking a look to see if your posture could be improved.
Sure, abdominal fat can be first on, last off for a lot of us. But there are some veryl common posture problems that can make central fat look more prominent than it minimally needs to. The posture improvements can improve appearance even before much fat loss happens, and are good for other reasons, too (such as avoiding future back pain).
Some examples of common issues that can do this: Rounded shoulders, chin forward - sometimes rudely called "nerd neck". Anterior pelvic tilt (top of pelvic bones held forward of lower edge of pelvic bones instead of stacked above). Even just tending to stand with locked knees.
Those things (and others) can result in pushing any central fat we do have forward and downward (instead of keeping it more within the torso) making it look more pronounced. If that's going on, there are simple exercises, and there can be fairly quick appearance improvement.
