"Where weight loss is about quantity of food eaten and time exercise is done, fat loss is about the quality of food and the type of exercise."

Which is why we start with weight loss and move to fat loss?
    (A questioning statement)

Yes and no. It's what people usually do, but not necessarilly what they SHOULD do. Unfortunately many of us started this process (myself included) ignorant of many of the basic tenants of good health. And thus we incorrectly subscribe to the "calories in vs calories out" theory; and while true, doesn't always make for a healthy weight loss.
