Thighs Too Skinny?? -- Help Please

I know there are Healthy Range Guidelines for Weight Everywhere (including Doc's Office), but what about a Healthy range of Measurements??? My main problem area (I THINK) are my Thighs/Upper Legs. I Want to tone them down but I don't wanna become Obsessive and go Too Far. Is there a Place on the Web or anywhere that can tell you when you're reaching No Man's Land regarding Measurements??

    You're current weight looks in a healthy range. I can tell you when I got married 11 years ago and I only weighed 119 that was too skinny. Now I'm 137 and 5'6" and quite content.
