Neighbor and their damn dogs!!

I think my neighbors have officially flipped their lid...
They have one huge dog who they have NEVER walked once!... keep in mind I have never even seen these neighbors even walk themselves- the whole house hold is morbidly obese.
They now have 2 small puppies and I am beyond disgusted... their house is small and their backyard is TINY... no grass- just a patio... the backyard smells of dog poo

I'm trying to figure out how the hell are these people normal?......... 3 dogs.....? I love animals but this seems like cruelty.
New puppy... you're excited... you think they'd they'd be taking the dog for a walk.
The dogs bark constantly- all hours.
It's sad... I feel like knocking on their door and saying "Hey lazy you want me to walk your dogs"
Nut cases. I don't know what to do.
There has to be come bylaw against this

    My mom and stepdad have 3 dogs, and 2 of them never get walked - they have tried walking them but its almost impossible to make a 100 pound blood hound do something she doesn't want to do lol she gets to the end of the drive way and lays down and if you try to coax her she just looks at you like you have lost your mind.
    The other is referred to as Houdini because she can get out of any harness.leash combo you put on her and once she is out she runs away lol so for the dogs safety it is easier to not walk them BEFORE I get flamed for that ... Both dogs have their own runs that are huge one spans the entire back yard and the other is pretty much the entire side yard (My mom has a huge yard - and a fairly decent sized house) they are out in the morning before everyone leaves for an hour or so, than inside all day whe no one is home and then out again from the time my mom gets home at 4:30pm until my step dad gets home at 8pm, come in eat, be lazy and then are out for an hour before they go to bed.. they have dog toys and we do go out and run in the runs with them when its not to cold, when its too cold the dogs go out do their business and come back in (several times a night) they do get their exercise but not through a walk.

    Are the dogs well looked after other than the whole not walking them thing? is there shelter in their tiny back yard for them? and clean water/food? if you are genuinly worried you can always call your local SPCA, anonymously, they will come down and check to make sure everything is ok.

    You could also offer to walk your neighbors dog, I dont know how well you know them though and they may take offense to you asking. I walk my neighbors dog from time to time as she works crazy hours and she doesn't always get a chance. I was walking by one day with my dog and she said "I wish I had more time to do that with mine." I just casually said "I can do it for free on the days you can't. I am going anyways so its not like it will be a big pain or anything."

    Here in South Carolina we have Animal Control. If you have that option call them or your local police department. The police probably won't do anything but they can tell you what office you can call to get help.

    You can also call environmental department. It's not healthy smelling poop all day long. :sick:
