Ways to lose inches from the thighs

Hi, I'm 5 ft 0 and about 104 lbs. My "problem area" is my *kitten*/thighs region. My waist measures just under 24 inches. My thighs at the very top measure 21.5 inches and my *kitten* is 39 inches. Also, because I'm so extremely short having such wide thighs looks totally disproportionate and really does make me look overweight even though I'm not. I wear a comfortable, sometimes loose size 6 up top and squeeze into an 8 on bottom (US 2 and 4 respectively) Anyone have any ideas to lose inches from my thighs and *kitten* without loosing weight from my top half?

    I've been doing the circuit workout using low weight and high reps once a week and the other workout using high weights and lower reps once a week. I add 20 - 30 min. of HIIT on the treadmill setting the incline at 8. I have noticed that my entire lower section has gotten really toned since incorporating these workouts, especially my butt!
