Can't spot reduce (the belly fat) but as you lose weight the belly will decrease. It seems to be the last to go though so be patient.
Regarding shin pain, crazy as it sounds I only get shin pain walking, never jogging, so I push myself to jog more, walk less.

I want to dispell a myth.

In order for a female to look like a body builder, they would have to workout amazingly hard. I mean, really incredibly hard, most women will never ever get there, even if they tried. So, the average woman working out with weights will NOT get bulky or look like a body builder. If anything, they will simply get toned and lean and look awesome.

I'm certainly not an expert but here are some short answers:
best way to lose belly fat

woman with a 'bulky crotch' area, how do u lose that--- (AKA FUPA is what i was told its called ...???)
You can't lose fat from a specific area. All you can do is lose fat and hope your body chooses to lose from that area first. Or keep working your body fat percentage down until that area looks the way you want it to. For some of us, we'll never get our BF% that low.

Regular lifting isn't going to make you look like a body builder. You really have to work at it, and have very low body fat, to have arms that look more like a mans. There's some great information out there on weight lifting for women. Have them do the research. "The New Rule of Weight Lifting for Women" (I think that's the title) is supposed to be a very good book.
being able to just walk without shin pain

Shin splints are usually caused by one of three reasons:

    1. Bad shoes, not enough support
    2. Hard surfaces
    3. Trying to do too much high impact activity too soon after starting

Shin splints while merely walking is quite probably a case of bad shoes since walking isn't a high impact activity. I'd tell the person to look into buying a pair of shoes made specifically for walking and that doesn't mean "toning" shoes which can actually make shin splints worse.

As far as losing weight before jogging, it really depends on how overweight the person is. I don't think it'll matter as far as shins go, since that shouldn't affect one's shins, it's the knees that really feel the effect of excess weight.
and if u guys know of any medical mission trips, let me know =D
    Sorry, no.

    I hope that helped!

Calorie deficit and strength training (weights) combined. You'll lose fat all over and the weights will help maintain lean muscle mass while you're doing it. After that it's up to genetics, or God, whichever you prefer - you can't spot reduce.
toning arms without looking like a body builder -female
Lift weights. Heavy. 2-3 sets of 6-12 reps to failure.
Don't worry about looking like a female body builder - those guys work harder to get that physique than you will ever come close to. 99% of women who lift weights just look fit and toned.

Could be shin splints - http://www.webmd.com/fitness-exercise/shin-splints
Try an elliptical - less impact to joints and tiny stress fractures.

Depends how heavy you are. I think it's pretty good advice to avoid jogging if you're over 220.

    Hope that helps.

Diet and strength training for arms (resistance bands, pushups, pull ups, tricep dips, weight lifting)

Get good shoes!! Stretch before and after. Massage the shin if you need to. Drink plenty of water.

Maybe. It depends on your weight and fitness level. You might want to strength your legs with less impact before jogging if you have been very sedentary for a long time.

Am I the only one who immediately tried to figure out what FUPA stood for? I think I figured it out, but it's not family friendly.
