All of those questions are irrelevant. Your weight and height will both fluctuate throughout the day. Just weigh yourself on the same scale at the same time each day you step on.

1.Best time to weigh yourself is really just the same time of day/week, to be consistent. For me I weigh myself several times a day, but for weighins, Its noon on saturdays
2. The most accurate ones are honestly like the ones your doctor has, with the sliding weights. Besides those, id say go with a dial one over a digital, unless you are willing to pay $50+ for a quality scale
