do i need to get rid of more fat before srength training?

i want to start building muscle and increasing my lean body fat. at the moment i have 27% body fat. (would love to get it to 21-22% but it will be a mission and i really just need some guidance on how i achieve this)
Do i need to shift more fat % through cardio and lower calories before i start to focus on heavy lifting?
i currently eat 1400 a day before eating back exercise. 1400 is my net. i know i lose more on 1200. didnt know if i should do 1200 for 3-4 weeks to shift more fat before i start weight training or do i start focusing on heavy lifting now and lower my body fat with weights?
my plan is to cut my cardio to 30 minutes total a day (6 days a week) - elliptical and rower then alternate, upper body and lower body free weights and heavy lifting. up the protein with shakes but still stay in my 1400 net.
i want to achieve some good muscle definition.

Strength training is important, whether you have 10 lbs. to lose or 100. When you build lean muscle mass, your body burns more calories at rest. If you have more lean muscle you will continue to burn calories even after your work out is finished. You usually burn more calories doing cardio but you should do strength training 2-3 times a week.
Have you tried 30 Day Shred? I really like it because it combines strength training, cardio and abs. When you do free weights, you have to make sure that you are doing the right weight and the right amount of reps to really see results. That's why I like to have some guidance while doing strength training, whether that's a Power Tone class at the gym or a DVD at home like 30 day shred. Good luck!0
