    Squats! Weight and resistance training :)

    Weights. Also swimming.

    Windsor Pilates, combined with cardiovascular work outs for weight loss. But I lost a couple inches off my thighs in just one month doing Pilates.

    When I first posted, I hadn't read your profile, so forget what I said about weight loss. Your ultimate goal weight puts you as underweight on the BMI charts, so I wouldn't recommend weight loss for you. But I do highly recommend Windsor Pilates for slimming and toning your legs and thighs, if that is your goal.

    You win the internet!

    OP as others said, squats and deadlifts are the best bet. Getting to an unhealthy weight won't make your thighs smaller you need to change your body composition.

    Plus, if those are your abs now, OP, you're looking good, to have that much on show, you're already pretty low body fat - below 20% at a guess! Also, you can't spot reduce, but the exercises others are suggesting will help you build muscle which will improve how your legs look.
