What to do?

I'm at a crossroads with regards to my diet. I haven't been losing much weight lately (bouncing around with the same 5 pounds), and I don't think I want to lose more, I want to tone and strengthen my muscles. I plan to start lifting on June first. For now, it's running and Ripped in 30. (I have my first 5K in 4 weeks.) I have my cals set to 1400, and I eat back all exercise cals. My TDEE is around 2000. How much should I be eating? I have been feeling hungry lately and don't feel my clothes fitting any differently (I know, I know, I should be taking measurements). In fact, I've felt bloated lately. If you look at my diary, it has holes and the past couple of weeks were spotty due to an extremely stressful work schedule, but things have leveled out for me. Please, I need advice!
Edited to include that I've been really hungry lately, but I feel guilty for eating!
