Losing weight & lost inches around hips, but gained around w

So would someone like to enlighten me? I've been fairly active daily for the past few weeks. I generally do 30 minutes of yoga and/or strength training (or more, depending on how I feel) and 45 minutes of cardio. I also, of course, try to stay under or between my calorie goal of 1350-1450 calories daily. I only eat back my exercise calories if I'm truly hungry.
So today I took my measurements for the first time since I started getting active again (I was literally doing no more than sitting on the couch all day before this). Around my hips I seem to have lost about 2 inches, and I'm steadily losing weight as well, but I've gained an inch around my waist which is technically where I want to lose inches the most.
Could someone tell me why this might be?

    Depending on how active your last core workout was, it could be water retention at the site - healing requires swelling and blood flow. Sodium. Bloating from any digestive irritants. You also could just not lose fat in that area. The muscle should be making it look -better- regardless of it's size. Did you take photos? :)
