Which is the better value or do they both suck?

Okay I have a Fitbit I can't use because I don't have internet/my laptop is broken/can't afford to fix it etc. anyway I guess what I really need is a good dependable heart rate monitor. I'm really not able to spend $100 and Best Buy has the Garmin fr60 and the Polar ft4 in stock for under $90. Can anyone advise me on which one of these is the better use of my money? Or are there better monitors out there for under $90? Thanks in advance.

    Polar ft4 is $60 on amazon! And I love mine!

    Do you run outdoors? If you do, the GPS advantage of the garmin perhaps makes it better for you. if not, the polar.

    Oh you guys are the best, thank you! I just ordered the Polar ft4 for $63 on Amazon with free shipping! Saved myself over $30! I hope I don't get a dud, most the reviews were 5 star but the 1 and 2 star reviews were pretty scary...

    It was a gift so I have guilt issues, but yeah with no internet in my foreseeable future...
