Looking for advice on if plan will work...

I started MFP the same time I decided to start writing everything down in my journal to see actual calories burned and unfortunately came into the reality that because of my stride length even though I was getting over 2000 steps that they didn't actually equal 1 mile. So, I've decided to spend the next few weeks working on my strength training at full strength then see if I've improved muscle growth so that I can improve my speed when walking. I intend on keeping the strength training even after the time because I'm at the stage where I want to lose inches as badly as I need to lose weight. I was wondering if 3 weeks will be long enough that I can add more than 1 hour of walking back to my routine and reach a higher speed level. Thanks for any advice...

I would recommend switching things up. Strength training one day with a limited amount of cardio then the next day do more cardio/walking with a small amount of strength training. Or devote one type per day. After 3 weeks of hardcore outright strength training you might hurt yourself or be overly sore. Im no doctor, which seems to be the phrase of the day, but this has worked out well for many people (the switching).
People do vary though, so don't expect to be going much faster than you are now after a couple weeks. The human body changes over time, not right away.0
