Sorry, I'm sure this has been asked before. But what does it mean? Are they really bumping a topic to a file somewhere? If so how?

It's when you want to be able to locate a topic later. On your profile page, there's a list of topics that you've commented so if you "bumped" something to catch up and read later, it'll be on your list for you to find easily0

Pro tip: don't hit reply then get distracted by kids before actually replying.0 -
It just means if a person 'bumps' a topic the get a record of it in "My Topics" which is probably so they can come back and read it later, or simply to keep the topic visible in the lists of discussions0
