"As prepared"

I am cooking a quick dinner tonight. I know convenience food isn't the best, but it's what I have on hand! Anyway, I have this boxed rice, and it gives the calories for "as packaged" and "as prepared" does the calories for "as prepared" include the oil and milk that it calls for? I'm assuming it may not, because it seems much too low. I'm confused about what that even means!
