Some tips/advice..

Hey everyone sorry to disturb you with this if anyone can help me with my plan it'd be greatly appreciated.
I started my weight loss journey about 3 weeks ago and last time I got weighed I had lost 3kg or 6.6 lbs. I'm 5'4'' and weigh 180lbs or 82kg but everyone thinks I weigh 165lbs [74 kg]. I did the fat percentage test and I'm 16 kg overweight. I gained alot of weight when I began medication for depression at which time I also became severly anemic and even though I take Iron supplements I'm still anemic alot. Because I had and sometimes still have bulimia cycles it's very important for me to stay on track. I started my weight loss journey 3 weeks ago and last time I weighed myself [a week ago] I had lost 6.6lb or 3kg. About 4 days ago I found MPF and decided it would be a good idea I choose the fitness plan to loose 2lbs per week. My fitness plan gives me a daily calorie goal of 1310 calories without exercise and around 1800 calories with exercise, my BMR is 1589 cals. On most days I eat around 1300-1400 calories though some days I might go a bit below 1200 or somewhat above 1500 but never reach 1800 cals. I feel comfortable eating this way so that my body won't get used to the same amount of food all the time. I have a cheat day every week, I call it a cheat day but really it's a day where I don't count calories and eat a meal I have been craving. Immediately after my cheat day it's my fast day where I just drink cleansing tea.
Is this a good eating plan?
As for exercise I can only do stationary bike I often change duration,resistance,speed etc I also do HIIT on some days when I'm not on stationary I walk alot up and down stairs etc. But I have a problem my heart rate never goes above 130 it usually stays within the 90's no matter how fast I go I also don't sweat even though I do feel tired when I'm finished.
Is this normal or might it be because I'm anemic?

To be honest, I don't think that a fast/cleanse day is a good idea because then you're likely to overeat the following day. In my experience, I have lost more weight and stayed more toned when I focus on eating more protein, fruits, & veggies. I have found that the more I focus on calorie consumption and tracking carbs, sugars, etc., I tend to eat more and feel more deprived. Just try to eat healthfully and be consistent.0

I totally see what you mean there but for me somehow it doesn't matter because of bulimia it "makes me feel better" not to eat so on a fasting day I'd feel happier than on the days I am eating. If that makes sense o.O what I'm hoping is that this in time will change as healthy eating becomes a habit and not a set of rules I have to follow. Though to be honest I really don't need a fasting day it's just there to give me a break0
