loose the weight!

Hey I am 5'3'' and I weigh 170 lbs. I am muscular because I have gone through tons of physical therapy for my knees. I have a pear shape. I really really want to loose weight and be healthy for college in a month. I am trying to loose as much weight without loosing muscle ( i want to gain more muscle). I always loose weight from my mid section and upper body and not from my lower half. If there is any tips or tricks that anyone has I would appreciate it! I just want to be proud of myself and loose the weight!

    I have the opposite problem... lol always loose my hips and legs first!! grrrr
