My heart doesn't beat hard enough

So 2 months ago I started cardio, even on minimal resistance my HR skyrocketed to 170+ (I'm 22, male). Now on max resistance I barely reach 150. But I find max resistance uncomfortable so when I do a regular workout at 75% it drops further to 140. Why is this?
I'm asking this because my machine says 139 is 70% of my max hr.

This! It doesn't take too long to gain or lose fitness if you're training regularly.
Tried interval training? That will get your heart rate up XD0 -
If intense exercise is making you uncomfortable, then good. If it's leisurely and relaxed, you're not going to get your heart rate up. That's just how it works.0

Consistent conditioning does just that. It conditions your body to be more efficient. Lower heart rate typically shows body conditioning. However, if you're able to achieve 70% of your max heart rate during a moderate workout, I'm not sure why this is stated as your heart not being hard enough? If you need to pick up the heart rate, you increase the intensity.0
