Loosing inches around the waist area?

Hey all. I got the chance to try my wedding dress on today. And besides the obvious of me needing a boob reduction (known that for years!) I need to loose around 10 inches around my waist (I think) area. The hips and below on it fit good. but everything above needs to shrink lol. I'm redetermining my wedding date right now any how due to other unforeseen problems so have no worries on a date to rush for. So my question is whats the best way to loose weight/inches from the hips up? I do not have access to a gym. I have a pair of 2 pounds each wrist weights and 5 or 10 pounds each ankle weights. Don't remember if they are 5 or 10 hehe. I do also have access to EA Active sports and EA Active more workouts I believe.
I admit I am NOT the most active person but this is def motivation for me to get moving more! when I lost my original 40 pounds I was living in a MUCH different environment. It was not a healthy one but I've kept it off for over 2 years So I guess I'm mostly asking is, whats the best way to work on these trouble spots for me? Your also welcome to look at my diary but I don;t think you'll find much this month. It's been a stressful long month. Though I am still doing good on the weight so I know I didn't totally kill myself! LOL Thanks all ahead of time for your help

You can't spot reduce. Your body will decide where you lose fat from. If you can, lift heavy weights, not 10 pound ankle weights, and do cardio. Make sure your diet is in check and you're creating a deficit. Also, the wedding dress industry designs their dresses to almost have to be altered,so chances are, even if you lose the weight, the dress still won't fit quite right.0

Cardio I can do on the wii lol As for the dress I know they never fit quit right that I expected. and I knew the boobs would be an issue. I got the dress online A because It's burgundy so it's ahard to find color dress. and B because I have to travel 100 miles to get to a mainstream store like Davids bridal and even then dress makers simply don;t make dresses for people with boobs haha I got a corset back dress so I could fake it a bit. I won;t shop local bridal shops because I went to them a few yeas back for a brides maid dress and they clearly HATE "fat" people. They were useless and so my sister and I had to have our dresses made >_<0
