If you start really obese and male, can losing weight with exercise and diet help you look leaner even you are still overweight. Like for example, having six pack abs even though your still overweight if that makes sense?

No. You can only show a 6-pack when your body fat gets very low. Meaning you no longer have any excess body weight. Unless you mean by BMI standards, in which case many body builder types are technically "overweight" even though they have almost no body fat.

As above.
You can get the six pack abs, but they won't show until the fat is gone.
BMI-wise - guys who build up tons of muscle will show as being obese when there is no fat, due to the weight alone. So, the charts can say you're overweight when you aren't.
