What would be a good weight for my frame and height?

Now I realise that in some ways this might seem like a stupid question. Everyone is built different right? Sure, I know. I'm just starting out a bulk, I'm doing ok, I've noticed some gains! However, because I already skinnied down to 194lbs from about 270lbs, I'm struggling to see if I'm overeating and gaining too much fat. Because I have some excess skin about my stomach and I bloat quite easily, I'm finding it hard to tell if I'm gaining too much about my waist or if I'm just seeing things. I've also been doing abs a fair bit, so wouldn't be surprised if that was contributing to my stomach looking a little bigger.
I'm currently 199lbs after a month bulking. I've gained about 5lbs in that case, I'm just having a little bit of an alarming reaction to the changes, maybe I'm slightly panicking.
Anyway, I'm 6ft4, 22y/o and I'd say I have a medium frame, It's hard to tell though, I had been restricting my intake for a couple of years up to this point, so had lost nearly every bit of useful muscle you could ever want except from my legs as I ran a lot.
Just if somebody knows what kind of weight I should try and aim for with proper nutrition and training? I know it's not that simple probably, I'm just looking for a guideline. Obviously the usual methods like BMI clearly don't apply in the realm of body building.
Thanks again!

I would worry more about BF% as a target rather than weight. You can have a person at your height who is shredded at 225 and another with the same height and weight that is fat. In the end, I always give the final word to the mirror because everyone is going to look different at a particular weight.0

I'd start with the BMI weight range, and depending on your goals, decide whether to exceed that with added muscle or not.

That says 155 - 200 lb. So you're at a healthy weight now.
Work on building muscle, endurance, etc. The rest will happen on its own.0 -
Perilously close though aren't I? I'm just hoping my stomach will tighten up. It's just my stomach that I'm having problems with. Hoping lifting will help. Honestly at about 190bs my lowest weight on record I felt awful. No energy and cold all the time.0

5lb in your first month sounds like the perfect gain. If you stick at this pace, attack your workouts and hit your macros all will be well. You're going to gain an inch or two on your belly, that can't be helped but honestly, you will shift it (and more) on the 'cut'
Someone posted this link before, it's got some great info,

Thanks for the support! It's that mental battle again, mind quite literally over matter with this. Thanks for the link as well, I'm gonna have a good read. I think sometimes I panic a little because I know all too well how good I am at eating0 -

It's normal after losing a lot of weight to worry when you try to bulk up but you just have to have faith in your routine and that there will be a cutting phase at the other end of the bulking phase to clean up whatever extra fat you will have gained.0 -
It's a question that can't be answered (for you). You need to answer it yourself - The answer is 'whatever you feel good at'.
I am also 6'4" but am an ectomorph. I don't gain weight easily and I have to lift heavy to get it. And have just started eating and weight training again. Beginning at 183 pounds.
My biggest was 204 pounds (after a year+ of heavy and dedicated weight training). My ideal weight (in my mind) is a lean 210 pounds.
My only advice is, going up, or going down, don't stop the weight training. Adjust your calories and your cardio (for bulking or cutting), but don't stop lifting.0
